Either iso can be used.
When upgrading knowing there could be a failure the iso method typically produces a more detailed error code than the upgrade assistant.
These types of software can interfere with an upgrade: antivirus, firewall, drive encryption and whenever possible should be uninstalled and can be reinstalled after a successful upgrade.
Ccleaner is fine. Make sure Memory dumps and Windows log files are not cleaned when troubleshooting.

Guess only thing left to do he reinstall everything and enable what I disabled. Very curious if it was a single item or a combination of things that kept it from installing.

After eleven attempts to upgrade from 1803 to 1903, I finally had success. I had two identical Dell laptops and one upgraded successfully using mounted ISO without an issue. The other, a more software-heavy version, did not. First boot errors and others (so many, so many) and, of course, little valuable information in the leftover files. Everyone had an opinion. Tried all the standard workarounds: SFC, DISM, hard disk check, ISO, MS upgrade tool, MS worthless download checking tool, scouring the Intertubes. Tried it all and nothing worked.
I was not going to do a clean install. Then I got to thinking: both systems identical; one upgraded, one didn't. What's different about them. Software? Doubtful. Very doubtful. What else?
Here's what I found: I ran a system inventory and compared every program and all hardware. Aside from installed software, there was only one difference: I noted that the refusnik laptop had a newer graphics driver than the compliant laptop. The newer Intel driver had come out after the Win10 1903 was released. Could it be that simple? I ran the graphics driver back to earlier than the 1903 release date, rebooted, mounted the ISO, and voila! No issue. Clean, bright, and best of all: shiny.
