Is that possible? To build a new system, new mobo, then add your SSD or HDD and somehow config or 'just let' W10 rebuild the HAL? Guy says he then simply typed in his key and was up and running.
I was under the assumption I'd need a new license under those circumstances.

What he means is that Windows auto-installed the new drivers. Unless it was a totally different architecture, no new HAL would be needed. If you moved from, say Intel to AMD or a different chipset, then new drivers can be installed. It works sometimes, sometimes it doesn't. The license issue is sticky... if it's an OEM copy, then legally yes, you would need a new license, but if it's a retail copy then no.
Wow. I thought if just the motherboard changed he'd have to totally reinstall. I always thought the HAL was a lot more than drivers. So a switch from intel to amd could mean just the chipset drivers get altered. Huh. If retail.
Otherwise I have read how some license issues don't always work uniformly w/W10.

Depends if one was just running mostly ms standard drivers in the first place it probably wouldn't matter switching boards
Intel to amd well booting too and working well long term is two very different animals.
License wise that can popup deactivated at anytime or not 50-50% chance.
