You say "I am on budget".

    For how much grand total???

How old is that Seasonic PSU?

Are you locked in to the MSI motherboard?

The 9900K does NOT include a cooler. Last I read, it tends to run a bit warm, so you may need to include a substantial cooler. Your budget should be for a minimum of 4 items unless you already have a cooler you haven't mentioned.

You didn't mention a budget number or age/hours on the Seasonic PSU. That's a good brand PSU and powerful enough, so I'd probably continue with it unless you are experiencing problems.

    The 9900K is about 500.

Can you spend 300 on the additional parts or 600? Or 900?

Are you leaning toward air cooling or liquid cooling?

Do you have prior experience with liquid cooling?

Do you have any current intentions of significant overclocking?

The stock clock is 3.6, but maybe you have intentions for 4.6 or 5.0? That would probably effect your cooler choice.

I don't game, but from reviews I've seen the 9900k has little advantage over the 9700k. The price difference is about 135.

That 135 would pay for just about any air cooler you want.

You still refuse to mention dollars, so I'll assume you have money falling out of your pockets.

So why not go for the 9900k at $500.

Add maybe 150 to 200 for a Z390 motherboard from Asus or Gigabyte. I don't see any reason to spend more if not overclocking. But with money falling out of your pockets, you can spend $400 on the motherboard if you want.

You intend to buy just 1 stick of RAM and maybe add more later? I'd rethink that. I'd buy in pairs. Two 4s or two 8s or two 16s.

    Big dual tower cooler: maybe 100;

Adequate single tower cooler, maybe 60 to 80.

You need to confirm your cooler choice is short enough that it will fit inside your case.

Can't go farther considering the details you have provided.

    https://www.corsair.com/us/en/Catego...tab-tech-specs

I assume your case is the one shown above.

Maximum cooler height for that case is 157 mm.

$750 budget. That means you probably can't get a 9900k.

So use the 9700k. That is probably about half your budget.

Leaving 20,000 to 25,000 rupees for the rest of it, depending on where you buy.

In US dollars and US dealers:

    9700k; 365
    motherboard; 150
    8gb RAM; 45
    Cooler 75

That's 635 US dollars. Your sources may be different.

If you can spend 750, that leaves you up to 115 more to spend on a motherboard with extra features or a little better cooler or 16 GB RAM. It all depends on what your dealer charges. I'd think the 9900K is probably out of your budget, but you can check your sources.

Go to your dealer and price coolers around 6000 or 7000 rupees that are compatible with a 9700k and 156 mm or less in height. Can you get BeQuiet, Cryorig, or Noctua coolers?
