Can you try Startup Repair to see it will resolve the error.

    Shouldn't there be a 16Mb partition there?

Yes, there is one. It shows up when I type list partition, however, it does not show up in the list volume list.

No partitions are correct order i boot my computer with UEFI firmware and i don't have the 16MB partition.
@Blblr I have no idea why bcdboot command wont work i think you should recover your personal files and perform a clean install of Windows 10.

Thank you for all your help. I think I will keep trying to fix this, but if everything fails I will have to do just that.

Alright, seems like the reason why I was getting the error: Startup Repair couldn't repair your PC was because my efi folder in \windows\boot\ was renamed to efi.old for some reason, renaming it to efi fixed the issue and running command bcdboot D:\Windows /s W: /f ALL it succeeded, but now I am getting: Recovery. Your PC/Device needs to be repaired. An unexpected error has occurred. Error Code: 0xc000000f.
