Win 10 1709 upgrade to 1803 fails - no boot info in msconfig/boot tab

I am trying to upgrade Windows 10 N Enterprise 1709 to 1803 (or latest)..
It fails saying "we can't tell if your PC is ready to continue installing Windows 10."
This is with the 1803 Enterprise N ISO run from windows or from the updaterapp ,,,
One thing I noticed was that when I go to msconfig .. boot tab there is NO info..
    If I run
    C:\Windows\system32>bcdedit /enum
The boot configuration data store could not be opened.
The volume for a file has been externally altered so that the opened file is no longer valid.

I have run sfc and DISM all clean...

I think some registry settings or something that is needed around the boot info is missing.

    EasyBCD
says the BCD could not be opened... the volume for the file has been externally altered so that the external file is no longer valid.

I think this is the source of the update failing..

    Any ideas?
