    Windows Upgrade from Win7 Ultimate to Win 10 causes 0x8007001F – 0x300


    After successful update on 3 notebooks I am trying to update Windows 10 on a Desktop using the Update Assistant and ran into this error below:

    0x8007001F – 0x300D
    The installation failed in the FIRST_BOOT phase with an error during MIGRATE_DATA operation.

    My configuration:
    • Windows 7 Ultimate
    • Kaspersky Internet Security
    • C: Drive for System on a Samsung 950 Pro SSD (M.2 NVMe, PCI Express 3.0)
    • 4 Disks of which D: is the user Disk the others are storage, games and backup
    • 3 users

    - Administrator on C: \Users\Administrator\
    - User1 and User 2 on D:\Users\User X\ with Changes made to registry to redirect users to D:

    Windows 10 is on an ISO CD May 2019 version https://www.microsoft.com/de-de/soft...load/windows10

    What have I tried so far:
    - sfc /scannow no error
    - chkdsk /x /f /r no error
    - de-installed Kaspersky same error, no upgrade to win10
    - tried win10 install with get new Updates and tried without network connection to avoid updates, no success
    - deleted both users and their profiles and kept only Administrator no success
    - all drivers and BIOS updated
    - all unnecessary devices BT/USB/Audio are disabled or physically disconnected

    What do the logfiles tell you? Where could I find the root cause for the failure?
    It occurs at about 64% of the installation after first step reboot then reverting to Windows 7 Ultimate. Attached are the log files..generated by SetupDiag.exe. Any Clue what the Issue is???

    I found a few entries in this forum related to 0x8007001F but none with the combination of 0x8007001F – 0x300D

    Any thoughts?? I spent hours with no result and would appreciate constructive guidance

    Try uninstalling audio drivers in device manager. Do not reboot. Try the upgrade with the audio drivers gone in device manager.

    I would first uninstall Kaspersky and do a backup. There are still unresolved issues with 1903 and going forward to 20H1. Stick with 1809 at this tim since MS has it stable.

    @bro67: Did that and 1809 or previous builds did not work either. KIS was removed / De-installed befor upgrade
    Any thoughts other than that?

    Have you tried doing a Fresh Install without booting into Windows first?

    Uninstalled Kaspersky before running the Win10 upgrade.
    Downloaded Win 10 V1809 but alas no difference

    Did anyone check the logfiles and found WHAT is causeing the failure??? Assume it is somewhere in the logs but I did not find it. Would appreciate your help in digging through the logs.

    Hi @mobileuser and welcome to Tenforums,

    The 0x8007001F error code means that "A device attached to the system is not functioning."

    And the
    0x3000D error code indicates the installation phase and the operation performed during this phase where the error happened. The problem happened during phase 3 (First Boot) of the installation, and the D means that the setup was about migrating Data.

    In order to troubleshoot this problem, we need the setup log files:
    • C:\$WINDOWS.~BT\Sources\Panther\setupact.log
    • C:\$WINDOWS.~BT\Sources\Panther\diagerr.xml
    • C:\$WINDOWS.~BT\Sources\Rollback\setupact.log
    • any *.mdmp or *.dmp file under "C:\$WINDOWS.~BT\Sources\Panther" path

    Just FYI...I tried different Version of Win2 creator, I did a win7 clean boot without any non-windows services, I remove Kaspersky antivirus, I removed all disks except system SSD, all periphery (usb, BT) and ... I am lost. I have no clue what is causing the upgrade failure. I am not new to IT, i migrated several desktops and laptops but this one is killing me...
    Hope the logs give you aclue as to WHY this does not work????
    I had no DMP or MDMP files.
