    Windows 10 Time Zone tool?

Is there a tool that can appear to have an option to change the time zone during Windows 10 install?

Creating an answer file is complicated for me, so I need like a GUI configuration tool during the install phase.

Even if I use the TZUTIL command and set the time zone to be UTC, it still sets my time +7 hours ahead from the default zone from Pacific time.

I wish there was a GUI interface which I can place to my bootable usb and have the setup make a graphical user interface to select the time zone just like it was in Windows 7

I wish MS would put back this feature.

    Just got an idea here...

I bet MS replaced the time zone settings with the Regional settings which would also point to the correct time zones.

By choosing my exact Region that should add my correct time zone during the install process. I’ll try that.

Will this work even without internet connection?

Still doesn’t set my local time even when setting my correct region during install. According to a similar question from the below thread, response was that setting the region should also set the time zone for that region or country. The US has many time zones but I am not in the US.

After setup, the time zone was on the default Pacific Standard Time.

MCT clean install defaults to Pacific time zone w/o option?

Would installing Windows without an internet connection can be an issue with the time zone/region settings during install?

Without internet windows have no way to find your location and set time/date zone but you should be able to do it manually and should pick update and time from BIOS. Once you are on internet it will use BIOS data to synchronize clock.

Sorry to be so harsh, but it was silly to remove the time zone settings from Windows 10.

Is there any reasoning from MS as to why they remove this from the installation?

As for MS, your guess is as good as mine or anybody's. MS does what Ms does who are customers there ?

Are you sure you used correct time zone value?

In English speaking countries GMT (Greenwich Mean Time) is a commonly used synonym for UTC. Microsoft uses value Greenwich Standard Time for it.

In OOBE, select first your region correctly, then follow instructions in the post quoted below. It will work. The Windows Time Zone Utility command in your case:

    tzutil /s "Greenwich Standard Time"

That uses the real UTC time, with no summer / daylight saving time. If you want to use UTC time zone with summer / daylight saving time, use this command instead:

    tzutil /s "GMT Standard Time"

Every time I clean install, the time seems to get set from my CPU clock, but the time zone is always set to Pacific time - Is this because I install with no internet access?
No, having no Internet connection when installing has nothing to do with it.

Selecting a region which has more than one time zone, a default time zone will be used by system. Selecting region United States, Pacific Standard Time is used, regardless in whatever 9 US time zones you live in (six zones in 50 states plus 3 used in regions belonging to USA with no state status).

When your installation comes to region selection, select United States and click Next to get to keyboard selection. Before selecting your preferred keyboard layout, press SHIFT + F10 to open Command Prompt, and use Windows Time Zone Utility to set your time zone (Eastern, according to your profile) with following command:

    tzutil /s "Eastern Standard Time"

Close Command Prompt, select keyboard layout and continue OOBE. Complete list of Windows time zones: Microsoft Time Zone Index Values

That's it. Alternatively, you could prepare a USB install media for a completely "hands free", unattended installation, automating everything including time zone: Create media for automated unattended install of Windows 10 | Tutorials

In searching the forum, I found a screenshot from around January 2019, showing what was said to be the install screen following the region setting. It included region, preferred app language, keyboard layout, and a drop down menu for time zone.
Windows setup does no longer allow selecting time zone.

Tested this once again and did exactly what the steps from above. After booting into Windows it did change to UTC from the list of time zones from the date and time properties.

The actual time however was still Pacific Time. But when I connected to the internet now the clock shows UTC.

I did a command SYSTEMINFO and under Original Install Date it still has the Pacific Time.

So yes, I can confirm that to show the exact correct time you need to connect to the internet or else it will not work. The only changes that do work when not connected is that the correct Time Zone setting (UTC) appeared on the date/time properties after doing the TZUTIL command during install. But the actual time was still reflected on Pacific Time.
