Using the steps in option 2, you would click on the iso link in the "File Type or Protocol" column in the table to download its .reg file.

To install from the ISO, just do the following.
1. Right click on the ISO and select Mount. The ISO will be mounted in a virtual DVD drive and it will then open in File Explorer.
2. Double click on Setup (or right click on it and select Open) to start the upgrade.
Then follow the rest of the directions Brink gave you in the link Upgrade to Windows 10
That would seem to be because at some time CyberLink Power2Go was installed. That would have changed the default file associations for .iso files.
...I opened it in Windows Explorer as Bree said to do in post #5. My laptop is currently in the process of doing the upgrade now. It started really slow, but it got started.

I guess it went through without any problems. It took a bit over 2 hours. I'm surprised that it really doesn't look any different than the version I had before (1709) considering the fact that I skipped over 2 versions of Win10 to get 1903. One funny thing that's different is the battery power indicator. I didn't have a battery installed, and the available power level is showing at 255%. In the past, it just showed something like, "Plugged in, no battery detected".
I'd also like to say that I'm pleasantly surprised that my default settings didn't get changed this time. That's a first! The only other change is that my homepage background went from a photo I had to a solid black background. Nothing major there.
