Is it still possible to get a free Windows 10 licence with a legitimate Win 7 licence? Somebody I know wants Win 10 put on their notebook. This How to Geek article suggests it is but I'm unsure if it's still current and whether it can be done with the Win 10 1903 installation media...

If you do an upgrade from win7 it should work as long as 7 is activated as far as we are aware it still works
My guess is that MS would want as many people using Win10 as possible.

It has always been possible to upgrade an activated W7/8/8.1 to W10. The ability to clean install with a W7/8 key was added in 1607.
I don't know about the clean install, but a few days ago I was upgrading an XP machine to W10 (in order to use some installed software). This requires an intermediate upgrade to W7 which I activated with a key. That then upgraded successfully to W10 1903 and activated, so I see no reason why the clean install with a W7 key should not also work.

Yeah ms added a reminder to win-7 through update system so I'm sure before too long ms will throw a popup message about win-7 eol and maybe upgrade now ... mind you this was included in the security only rollup so the regular rollup you know it's in that time will tell I used the regular rollups not security only rollups.
Junes is a little buggy to me just weird nothing really bad so far.

You have a clean install of Windows 10. You have a Windows 7 product key. Instead of asking the question, why not just take the 30 seconds to try the product key and see if it works?
Does the notebook have an activated Windows 7 or 8 on it at present? If so, you can upgrade that to an activated Windows 10. Once it says 'activated with a digital licence' you can clean-install Windows 10 without needing a key.
If it has something older (Vista? XP?) then first you need to check it is capable of running W10, in particular does the CPU support PAE/NX/SSE2 (required for Windows 8 and above).

Next, if it should be capable of running Windows 10, then you could either install Windows 7 and activate it with your key then upgrade that to W10 (followed by a clean install of 10 once activated) or try the clean install of W10 straight away using the W7 key.
Whatever you do, if you make a system image before you start with something like Macrium Reflect Free you can put it back to its original state should your upgrade attempts fail.
