I purchased a copy of win 10 for kids computer which they took to a computer store where the win 10 was replaced by a copy of win 7.
Is there any way to get back a copy of win 10 without having to repurchase.

Activation should be automatic as you had windows 10 on there before

I don't actually have a copy of win 10, created a usb install originally but that flash drive would not work when I realized the problem with os.
Can I just make another bootable usb ?

ALWAYS have backups whatever the issue when doing things on computers -- I'm sure this topic has been posted about AD NAUSEAM on these Forums -- amazing though people still don't do it - especially as there's plenty of cheap (i.e free) software around to do it quickly and easily. Macrium is one of the choices a lot of people here use.
The point about Windows activation is correct -you can install the same edition of Windows with a digital license -- however still always take regular backups.

You'll need a working computer - but download the version of windows you want from UUPDUMP, and the language, run the script and when the iso has been made create a bootable usb using RUFUS. Then boot USB device and run the setup.exe file.

i kept the bootable usb that i used to originally install win 10 when I purchased it, thinking if the kids messed it up I could just do a clean install, unfortunately the drive would not do so, why?, I do not know.
