    Unable to update from 1809 to 1903 with error 0x80070003


    Hello,
    For the past week I've been failing to upgrade my Windows 10 desktop from 1809 to 1903

    The update process is always the same:
    The update downloads successfuly, I restart the computer, It shuts down (with the usual update progress bar that gets to 100%). It boots up and then at 9% the update stops and it says: "Failure configuring Windows updates. Reverting changes. Do not turn off your computer". Then it boots up normaly to 1809.

    I've tried the folllowing things:
    1. Windows 10 Update Assistant - Same error
    2. Deleting Windows Update files - Same error
    3. I ran disk checks and Windows Update troubleshooter - Same error

    I've looked at the "setuperr.log" (C:\$WINDOWS.~BT\Sources\Panther\setuperr.log) file and it always shows the following error at the bottom:

    My computer only has a C: drive, the D: drive is the optical drive. I don't have anything in it or any other storage device connected to the computer during the update.


    System information:
    • Desktop: Windows 10 Home 1809
    • CPU: Intel i5-4440
    • RAM: 8 GB DDR3
    • HDD: 1 Tb (300+ Gb free)

    From MS documentation you are suffering from a driver issue.

    Please navigate to Windows.~BT\Sources\Panther
    Do you see files with the name CompatData_XXXXXX.XXXX.xml where xxx.xxxx is a date time.
    Look in each of these files, you are looking for a table that looks like this.



    Look down the column with the words "BlockMigration="

    You will notice in example above drivers oem65.inf and oem64.inf are blocking migration.

    Then navigate to Windows\INF. Use Notepad to open the inf files that were identified above as blocking. These are the ones that must be removed or updated. Some items are removed by uninstalling hardware / software or Windows features.

    I use Rapr to remove hardware drivers.

    When you start Rapr right click on the column titles and place a check mark by OEM.inf to view oem.inf column in the display.

    Update:

    I've found two problematic .inf files in the CompatData_XXXXXX.XXXX.xml file:
    • oem108.inf - Microsoft XPS Document Writer v4
    • oem109.inf - Microsoft Print to PDF


    I disabled those features and removed the drivers using Rapr.

    Then I used the Windows 10 Update Assistant to perform the update. It failed again with error code: 0x80240034

    I looked in the setuperr.log and saw the same error as before and the latest CompatData log shows two new problematic inf files:
    • oem108.inf - Microsoft XPS Document Writer install file
    • oem109.inf - Microsoft Print to PDF install file


    I have removed them both using Rapr and am trying to update again using Windows Updates

    Please perform the following steps:

    1) There are log collectors used in another forum.
    Run both V2 and DM and upload results into this thread.

    2) Find a flash drive that you can format (> or = 8 GB)

    3) Create a bootable windows 10 iso that matches the current build (1809)

    4) List and uninstall all non-Microsoft antivirus software that had been installed since the last successful windows upgrade
    (This includes always on and manual software.)
    (This includes running the applicable antivirus uninstall tools for any AV that could have been incompletely unistalled)

    5) List and uninstall all non-Microsoft firewall software

    6) List all Microsoft and non-Microsoft drive encryption software.
    Uninstall all non-Microsoft disk encryption software

    7) Place the computer in clean boot:

    8) Detach all SATA devices other than the disk drive that has the Windows operating system
    (Make sure that the only disk drive that is attached to the computer at the time of the upgrade attempt is the disk drive containing Windows)
    (Other disk drives may be able to be detached by disconnecting cables or if necessary to remove the the drive from the computer)

    9) Open administrative command prompt and type or copy and paste:
    10) sfc /scannow
    11) dism /online /cleanup-image /restorehealth
    12) chkdsk /scan
    13) wmic recoveros set autoreboot = false
    14) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread

    15) Make sure that there is no over clocking while troubleshooting.

    16) In the left lower corner search type: system or system control > open system control panel > on the left pane click advanced system settings

    a) > on the advanced tab under startup and recovery > click settings > post an image of the startup and recovery window into the thread

    b) > on the advanced tab under performance > click on settings > on the performance options window > click on the advanced tab > under virtual memory > click on change > post an image of the virtual memory window into the thread

    17) If the computer has Ccleaner (do not install the software if it is not already installed) > click windows tab > scroll down to system and advanced > post an image into the thread

    18) Open disk management > by default some columns are compressed > widen each Status and Volume > make sure the contents within the parenthesis are in full view and that none of the characters are cutoff > view disk 0 > widen this row as needed so that all of the characters are in full view > post an image into the thread

    19) Perform an in place upgrade repair with the matching iso:

    20) After the in place up repair run setupdiag > post a share link into the thread using one drive, drop box, or google drive

    21) Update the specs in the "My Computer" section:

    System Specs - Fill in at Ten Forums
    In the left corner below in your post you find 'My System Specs'.
    After clicking it you can find a link a little below that says 'Update your System Spec', click on this link to get to the page where you can fill in your system specs.

    Include PSU. cooler, case, peripherals and anything attached to the computer by wired or wireless (mouse, keyboard, headset, printer, xbox, USB wireless network card, etc.)

    For those windows printers you have to go in to Windows Features and uninstall them. Otherwise Windows will just re-intsall the drivers.

    Not that “D:” drive letter represents your Windows 10 drive (ie C: drive). Because, as the setup is running in Windows-RE context (The safe OS); this one gets the “C:” letter for its OS drive and the installed OS get the “D:” drive letter.

    The Microsoft XPS and Microsoft Print to PDF drivers are not the cause of you problem. Windows prefer to install newer native drivers for the new OS instead of migrating the old ones. This is why they are blocked.

    We need to look at “C:\$WINDOWS.~BT\Sources\Panther\SetupAct.log” to get more details.

    the 0x80070003 error code means that the path was not found. may be the setupact.log file can give us more details.

    Currently doing the steps in post #4. Will update later.

    I successfuly upgraded to 1903!

    I looked in SetupAct.log and saw that Windows was copying files from the User folder. It failed copying Application Data\Microsoft\Forms and that caused error 0x80070003. I already knew that from the "setuperr.log". I moved the [I]Application Data[I] and its content to the desktop and tried to upgrade.

    It worked!

    I still don't know why Windows failed to copy that specific folder (which is empty and seems to be related to Outlook).
