I have installations whose base language is US, language pack UK, and have not experienced language conflict when upgrading using an iso file created using such a PC. Again, how did you get the iso?

And have you been offered the upgrade via WUpdate?

Back online today so I can answer.
yes, the 1903 from 1809 was in Update and it wrecked my PC! that is why I sent a message about it some months ago and got advised to use the iso file method.

I got the iso file using the advice in this forum and a tutorial (can't remember which one) and tried the three different links to find the right file.
    1. The MS Download Windows 10 webpage. There are two links there "Update Now" and "Download tool now". As neither was very explicit, I didn't try them as I was just looking for a direct link to get the iso file. I try to avoid downloading unknown "tools".
    2. A website called zillowtech which was full of dangerous looking advert buttons, and only two download options, so I closed that one immediately!
    3. A nice website that offered a table of many Win 10 iso files listed by version, 64/32 bit, and language. Each linked directly to the right MS server download so was pretty safe. I chose 1903, 64 bit, en-us and got the file named Win10_1903_V1_English_x64.iso - I don't remember the name of the referring website.

By the way, what does the acronym UI mean?

I have just come across this tutorial https://www.tenforums.com/tutorials/30656-see-system-default-ui-language-windows-10-a.html and the reply from sbpetrack
seems to be the answer I am looking for to get the iso file I have to work.
Is it still right even though now 3 years later?
If so, then which registry settings should I change, and how do I find out what the iso file has as its defaults?

I think that's the source of your problem. Avoiding the media creation tool from MS which is designed to ensure you get the correct iso means you end up searching for unofficial iso's without any certainty as to what they are.

Use the media creation tool FROM MS - you clearly trust Windows which is from MS- so why not a tool provided by MS? - and download the iso using that. That is normal practice.

    Here's the tutorial.
    Download Windows 10 ISO File

how do I find out what the iso file has as its defaults?

I've already given you that information. Post #38

The second link, 'Download Tool now' is the one to use. It downloads the Media Creation Tool direct from Microsoft. When you run it, in order to make an ISO or USB select the option to 'create installation media for another PC' (Option One, step 5 in the tutorial dalchine gave a link for). This will by default make media in the correct language to upgrade the PC you used to run the MCT.

Thanks - left to myself I would have unticked the Default Settings box and then changed the first selection from Danish to English, as I never use Danish as the system/menu/welcome language.
If the original install instructions with the desktop had been adequate I would have known to select the Install Language to English and avoided all this hassle! Sadly, that choice page in the first use install screen disappeared before I had a chance to read it and make a different selection! This is the third MS install on a new machine where this has happened but the previous two (Win 7 and XP) didn't cause the problems that Win 10 has done to me.

I guess this language mismatch is what prevented WU from being able to make the 1809 to 1903 upgrade from working properly several months ago?

I am using MCT to get the iso file and that seems to be working now. Unfortunately when I mount the iso file and click on setup.exe, the next screens are in Danish! That is the very thing I was trying to avoid as I wanted to keep all my settings and files just as they were! Supremely irritating!

By the way, the update windows website does not have the same text on the screen as the current top choice is to Update to May 2019 via Update Assistant. Perhaps I would do better to use that?

Guess I had better cancel the iso updating for the time being and think about this some more! I would HATE to end up with an installation that has to be reset all over again to get my settings etc back the way I want them!

I did that and used the newer link to the Update assistant. It worked and the explanatory notes were good and clear. The text was all in English and the whole thing took about 6 hours without any glitches Unlike the WU auto upgrade some months earlier which was a disaster.

But is still ended up with system messages på dansk! On restarting once my own personal settings were reloaded, everything reverted to English and so far I haven't found anything missing. Fingers crossed

Thanks for all the advice alle sammen.
