That's true. If there was never Windows 8/10 before and you do it once because of a hardware upgrade (not regularly), you can even call Microsoft, explain this is an upgrade and activate it for you. Any other activation attempt is not legit.
Also an OA or COA license is used to activate a specific computer manufactured by the company mentioned (for example Dell). Using an OA or COA license on a different brand computer is a violation of EULA. I know that because we sell refurbished computers and we must use an HP license or HP computers, a Dell license on Dell etc. We cannot mix them. We cannot even activate an OA or COA license ourselves, because it is considered as reselling the license! It must be activated by the end user! So be careful which license you use on your computer. It is not enough to be a valid original Windows 10 license. It must also match your hardware manufacturer, or use a generic OEM license or use a special MAR license (for Refurbishers only)
