    I try to open C:\Windows\panther\setuperr.log and C:\Windows\panther\setupact.log but I get the message that I do not have permissions to view file.

    Please explain what is going on.

    See if there are right click options.
    Maybe save to the desktop.

    Or in Everything > click tools > options > check run as administrator


    Everything is substantially faster than file explorer.
    Once you know that a file exists on the computer you can use file explorer.
    When using file explorer you may need to click view > show hidden files
    Sometimes it is easier to have access to files or copy files instead of folders.
    Start with setupact.log and setuperr.log

    I decided to reimage Surface 4 Pro and ran into problems.

    It never completed.
    I went to recovery options and command prompt and tried the following.


    1. Boot into your recovery USB and go to the CMD
    2. type "diskpart" then "list disk"
    3. select the internal drive: "select disk 0"
    4. list volumes: "list vol" and select the boot volume (should be ~260MB): "select vol 1"
    5. Then assign a drive letter to the partition: "assign letter=b:" 6.exit disk partition and "cd /d b:EFI\Microsoft\Boot"
    6. run "bootrec /fixboot"
    7. rename the BCD file "ren BCD BCD.bak"
    8. recreate the BCD store: "bcdboot c:\Windows /l en-gb /s b: /f ALL
    9. Reboot

    When I get to step 6 I always get an Access is denied error.

    Please advise how to resolve issue or how to completely wipe Surface Pro 4 and reinstall Windows 10 to latest version.

    It should not be so complicated.

    That's what was needed to fix the failure.

    Plan to clean install Windows 1903:
    Clean Install Windows 10


    If you can post the Panther log files the failure to upgrade reports are within these logs.

    I have tried all that the above link states but when it gets to Getting finished I get a dialog box saying Windows could not update the computer's boot configuration. Installation cannot proceed.

    I then try the following:

    How come you are attempting the above instead of clean install?

    If you are able to boot and logon > see if you can post Panther log files

    If you are not able to boot > clean install windows 1903


    To perform a clean install you should be deleting all partitions making an unallocated drive.
    Then you install Windows 1903 on the unallocated drive.

    Find a camera or smartphone camera to take pictures and post images into the thread.


    The problem related to the failure to upgrade may be displayed in post #11.
    The Panther logs were needed for confirmation.

    Now a clean install can be performed.

    A clean install does not modify the boot.
    The boot sector is deleted.
    All partitions are deleted.
    Using the files on the iso windows creates a new boot partition.
