Problems after rollback of Windows 10 1903

    Hi,
I am trying to repair Windows Surface Pro 4.
I upgraded to windows 10 1903 and have various problems. Then I did a rollback and got blue window with Recovery Your PC/Device needs to be repaired. The Boot Configuration Data file doesn't contain valid information for an operating system. File: \BCD Error code 0xc0000098.
    I tried the following.
FIX : The Boot Configuration Data File Is Missing Some Required Information In Windows 10/8.1/8

    1. If you’re having the System Recovery Drive, plug it to your system and then boot into System Recovery Options. Hit the Command prompt option:

    2. Previous step will result in opening of administrative Command Prompt. All you need to do is to enter following command and followed by Enter key:
bcdboot c:\windowsSubstitute C: with your system root drive letter in the above mentioned command. This command allows to copy BCDboot file from existing Windows partition to motherboard partition and creates the BCD store in the same partition.

    3. So we’re almost done with troubleshooting, now you can remove the System Recovery Drive and reboot the machine. Your system should now boot into OS without any hitch.
I got an error message that c:\windows could not be found even though I could cd c:\windows.

Any suggestions how to resolve issue.

Just so you all know I am using a Microsoft Surface 4 Pro.

    Thank you for all help.

In that situation I would create a Macrium Reflect installation disk and run the Fix Boot Problems option. You need access to a working PC to install Macrium Reflect Free then create the USB rescue drive.

In future I recommend Reflect to make full system backuos to recover from problems such as this.

I have tried using Macrium Reflect Free to repair Fix Boot Problems but now PC boots to a Blue screen with Troubleshoot and Turn off your PC.
If I choose Troubleshoot I get Recover from the cloud and Advanced options.
If I choose Advanced options I get Systems Restore, Uninstall Updates, System Image Recovery, Statrtup Repair, Command Prompt, UEFI Firmware Settings.
If I try Startup Repair I get a message Startup Repair couldn't repair your PC. Press 'Advanced options' to repair your PC or 'Shut down' to turn of your PC.
If I go back to Advanced options and choose Command Prompt I try bootrec /fixmbr with result 'The operation compleated successfully', bootrec /fixboot with result 'Access is denied', bootrec /scanos with result 'Successfully scanned windows installation. Total identified Windows installation: 1 [1] C:\Windows The operation completed successfully.' and bootrec /rebuildbcd with result ' Successfully scanned Windows installation: 1 [1] C:\Windows' then is states 'Add installation to boot list? Yes(Y)/NO(N)/All(A)' I choose Y and get message 'Cannot create a file when that file already exists'.

Any ideas what I should do?

    Thank you for all help.

I have decided to do a full reinstall of Windows 10 to resolve problem on Microsoft Surface 4 Pro but keep getting Windows Setup dialog box saying 'Windows could not update computer's boot configuration. Installation cannot proceed.'.

How do I resolve this issue?

    Thank you for all help.
