You must give us more information about your Dell Desktop Inspiron 24.
Please edit your profile with ALL your hardware specs.

How much memory you have? did you ran a memory test?
Are you trying to install 32 or 64 bits version.

    Hello Megahertz

My all-in-one Desktop DeLL Inspiron 24 3455 worked always with windows 10 1803 64 bit without any problem, until the hard drive got in trouble. CPU AMD A67310 / 2 GHz, 8GB DDR3L SDRAM Memory, 1TB SATA Hard Drive, now replaced by another new 1TB SATA Hard drive. Graphic Card AMD, Radeon R4, thank you

Did you run a memory test?
Is a new or used HDD?
Did you deleted ALL partitions on the new HDD?

    Megaherth,

Yes, I have made already three times a Memory Test, and nothing wrong has been founded. The 1TB Hard Disk I have now replaced is new (never before used). I thing that there is no partition in de hardware, because this is new..

Exeter, where did you get the install media from? Is it a DVD or a flash drive? If you created it, how did you do so?

Since you are installing to a new hard drive, make sure it is the only drive connected to your PC.
When you boot, at the first window press Shift+F10 to open a Command Prompt.

    Enter diskpart
Enter list disk (you should see your new hard drive and your flash drive if that is what you are using)
Enter sel disk # (where # is the number of the new hard drive)
    Enter clean
    Enter exit (to close diskpart)
Enter exit (to close the Command Prompt window)

That will eliminate anything on the hard drive leaving it as one complete unformatted drive.

Continue with the install. Do not create any partitions, let the installer create the partitions it needs.

You did NOT edited your profile with ALL your hardware specs.
What is your MB brand and model? Is your BIOS UEFI capable?
You can install Win 10 as Legacy-MBR or UEFI-GPT.
    Witch mode did you installed?
The MBR disk has a different low formatted than GPT disk.
That is why you have to delete all partitions during installation.

Hello Ztruker, here is my answer:

    1. The Install Media was downloaded directly from Microsoft I used after a 16GB Flash Drive to get the installer media in.
    2. When the installation media process asked me I selected for a USB installation
    3. In the BOOT section I selected the Legacy option, and here I selected the USB Storage Device as 1st Boot Priority,
    4. Maybe a mistake of me? because I remained in Legacy Boot Option for the installation
    5. I saved the job and the installation of Windows started
    6. Everything was going perfect, until the installation process arrived to the "Country and Birthday Step".Here the installation dont let me go further.
    7. I will take your advice, I appreciate it, thank you

If your BIOS is UEFI you can install as UEFI.
    - Format your Flash Drive as FAT32 .
    - Mount the Win 10 iso file (win 10) and copy all files and folders to the Flash Drive. That's all you need to boot as UEFI. It won't boot as Legacy.
Boot from the Flash Drive and proceed as I wrote above.

If you have any other disk, you MUST detach the power or SATA cable from those disks leaving on ONLY the target disk or you may end with the boot loader on one disk and the OS on the other.
