I tried again with the in-place upgrade, but still kept getting the reserved space - the install popped-up a few extra steps that weren't shown in the tutorial listed, above.
So I went back to a clean 1903 - I guess I'll have to wait until a guru figures out a way to turn it off.
However, I did notice that after I'd got my 1903 install fully configured (all metro apps and Windows app-store GONE and all my programs installed), and I used Acronis True Image to create an image backup, the resultant .TIB backup file was around 2GB smaller than a clean 1809 install (same programs and config).
So it looks like the reserved space doesn't actually cause much of an issue.
