    Reformat & reinstall of Windows 10 Pro 64 bit


    In order to get the MS Edge browser back with the top sites links will I have to do a total reformat & then install a new copy of Windows 10 Professional 64 bit?

    I would try a repair install first:
    Repair Install Windows 10 with an In-place Upgrade

    You might also try this:
    Reinstall and Re-register Microsoft Edge in Windows 10
