My Dell 7510 stuck also to 27% but I waited more than two hours. Then it finally rebooted and installation was successful. I was using just laptop without Dell TB16 dock to avoid possible Thunderbolt 3 related problems.
I believe the whole update took 3 hours.
Open administrative powershell and type or copy and paste:
Confirm-SecureBootUEFI > report the results into the thread
Sometimes secure boot can alter the behavior of drivers.
As a trial and error step if secure boot is on, turn it off.

Note: a response of "True" means SecureBoot is present and enabled, "False" means SecureBoot is present and disabled, and you'll get an error message that says "Cmdlet not supported on this platform" if your PC doesn't support SecureBoot at the hardware level. Oh wow.
I have a Microsoft surface Pro 3 and mine was stuck for soo long at 27% so I googled the issue and found this thread.
I saw that some were talking about removing things such as usb audio whatever it was.
I had a usb dock connected to my computer and a Bluetooth headset connected to the usb dock amongst other things.
I just unplugged the usb dock and put the Wireless mouse and keyboard USB stick in the computer and that solved it all.
It went from 27 to 29% instantly.
I had to create a user here in case it might help someone else.
I'm already at 62% now.
But it's thanks to bullshi** like this that I want to use a Mac instead.
