32 GB yes to both, but you need either SD card or USB flash drive capability. 16 GB, according to MS you can install 32 bit, but I doubt you could do any upgrades.

16GB is ridiculous, far too small, though it was the original minimum spec for 32-bit machines. 32GB is possible (but tight). There are option to use external storage to aid the upgrade process.

What Microsoft have actually said its that, from version 1903 on, OEMs have to provide a minimum of 32GB for their new machines else MS won't permit them to supply it with Windows 10 pre-installed.

OS architecture OS version Storage capacity
Windows 10, version 1809 and prior 32-bit 16 GB or greater
    64-bit 20 GB or greater
    Windows 10, version 1903 32-bit and 64-bit 32 GB or greater
Minimum storage requirement increases for Windows 10 May 2019 Update

You can do it jumping through hoops and loops.

    1) Image backup tablet using Macrium Reflect Free

    2) Restore image in a virtual machine with plenty of capacity eg 48 GB

    3) update VM

    4) disk cleanup VM and shrink drive below 16/32 GB

    5) Image backup VM

    6) Restore image to tablet.

Trickiest part is handling 32bit UEFI if a 32bit UEFI tablet. You need to use a VM that can handle 32 bit UEFI or mess around with MBR/UFI converting (can be done as I did this with Hyper-V).
