I just upgraded an 1809 machine to 1903 (using an ISO from UUP Dump). I too had a number of tiles on Start with arrows (at first). Clicking on one triggered the update progress bar at the bottom of the tile and when done I had the Calculator back, the others followed shortly. Seems like MS have changed something and the built-in apps now get updated via the Store after an upgrade.

If I click on the arrow it should start working after sometime? Basically it will be doing an app update rite?

That's what happened to my Calculator tile. A progress bar appeared beneath the arrow when I clicked it, when it reached the end the tile got the Calculator icon instead of the down-arrow. Then the Calculator opened.

No luck with clicking on them, it just opens "Tips".
    right click unpin from start
    resize
more > turn live tile off

hovering gives me "A great App is on the way!"

    no change for an hour.
