I have a new machine that came with Home edition. I have retired my old machine with Windows 10 Pro. Is there a way to transfer and and activate the Pro to the new Home machine and activate it without having to spend another $99?

It depends on the license used on the other computer. If the license on the other computer was an OEM license, then it is stuck with that computer and cannot be transferred. Otherwise, you can use the key once more and upgrade.
If it is a retail license,
