My computer is continually freezing. Is it too late to create a recovery USB thourgh the HP Support Assistant?
Does Windows need to be in full functioning condition for a recovery media to be made?

If you have not yet used HP's program to create factory-state restoration media, you should go ahead now. If that is not possible, time to start troubleshooting, and/or see if your system is under any manufacturer's warranty or service plan, in case the problem is with hardware.
For troubleshooting, start with right-clicking on the Start button, then select Command Prompt (Admin), then enter
sfc /scannow [enter]
to check over the Windows System files for errors. Another basic step is to check for possible corruption in the system image by entering the following DISM command at the same sort of Admin Command Prompt:
dism /online /Cleanup-Image /CheckHealth [enter]

Before you run HP recovery media creation in Windows 10, you should try to fix the computer freezing problem. There are 7 fixes for your reference:
1. Update your drivers
2. Clear your computer’s temp files
3. Run a memory check using mdsched.exe
4. Adjust your virtual memory
5. Run a disk check
6. Check system files by running sfc /scannow in Command Prompt
7. Disable C-States in BIOS
