I've followed your instruction's concerning the disabling of the windows search service, now I'll try installing the desired update again.
Thank you so much dmcginvt! Workaround fix is verified and works well, now I am on 19h1 build 18362. Odd thing, when I went to services to reset the search to automatic it was already done. Better than we thought.

Your instructions fixed my issue as well, even though it didn't make any sense as to why it prevented me as well as other's from updating. Thanks SO much for your help !!

Still cooking with 18362.1, looks like Windows Search (maybe Cortana) was the real issue all along.
