Windows 10 able to do a DUAL boot in a SSD with say 2 partitions ?

This may be the feature I was thinking of, called "Assigned Access"

I've never used it so have no idea what it is or what it does but reading the OP reminded me of this feature.

But if you do that the person whoever is logged in would still have access to the whole drive, no?

If they were an Administrator, yes.
