    They have a COA it is just like the others but has NO key. The paperwork(with the key) shown in my images needs to be provided to activate. Those are citizenship licensce keys. These keys are different from the commerical licensces.
    Available License Types
    There are two license types available for qualified systems:
    ●● Refurbished computers with commercial licenses can be
    supplied to any type of customer, consumer, or small business.
    ●● Refurbished computers with citizenship licenses can only
    be supplied to Eligible Recipients including certain customer
    groups such as educational institutions, non-profit charitable
    organizations and other approved recipients
    These are rare because only the eligible recipients should have a machine with that kind of key. There are some MRR's who cheat and use this type of key because it is cheaper for the refurbisher. (there is very little oversight by MS to enforce the rules)


    QQ. How are licenses distributed?
    AA. Licenses are provided through Microsoft Authorized
    OEM Distributors for commercial licenses and from the
    Registered Refurbisher program website for citizenship
    licenses.

    QQ. Is product activation required?
    AA. Yes. A product key is provided on a printed document
    The refurbisher may activate the PC. If not, the end
    customer will need to activate the PC.

    I noticed the PID in the screenshot and got a valid key

    Unless you are a small shop owner wanting to play by the MS "rules" you would not generally know or care about the refurbisher program. Heck, most shops who know don't care and don't bother to refurb a computer legally and just use the existing COA and not pay for the new "additional" one. Which gives them an unfair advantage (price) put into the computers they sell to clients. Makes the rest of us that do things by the book think twice about the program and the additional cost of licensing.
