What troubleshooting steps were tried with the boot failure?
I don't know what else to try. The installer just hangs after a few seconds.
See if you can boot using Kyhi boot rescue and Ubuntu:

If you can open browsers > test the drives > post images of the results into the thread

Boot disks work fine unless they are v1809. Hard disks are fine. Unless using v1809 everything's fine.
well that is to be expected only for Home and pro editions of win10 v1709. Enterprise & Education editions of 1709 become EOL on April 2020 as noted here
I have an old Dell Inspiron 640m laptop using Intel 945GM chipset and I can boot from the v1809 install media.
I use latest version Rufus usb tool rather than MCT to create the v1809 media BUT I need to make sure the "partition scheme" in the rufus tool is set to MBR, not GPT and the "target system" is set to BIOS (or UEFI-CSM) as old laptop PCs with intel 945gm require these options in Rufus.
