Thank you very much Jimbo45. I was going to give up and stay at v1803. Now I have a new thing to toy with.
I might try something like this on my ancient Acer laptop which currently refuses to complete the installation for 1809, even when done as a clean install using the MCT.
I also wondered what would happen if I installed W10 on my Dell (which is running 1809 Pro) but this time did a clean install of the 32 bit home version and then without ever going on line making a disk image (AOMEI) and then restoring that image to the Acer using the 'dissimilar hardware' (or whatever AOMEI call it) option.

Insider version I am testing is apparently working just fine (installing now). Of course I have made a backup copy of v1803 first. I do not intend to use an insider version for daily work. I am doing this just to try to determine what's wrong with v1809.
I can confirm that Insider version v1809 18317.1000 has installed fine and with proper drivers too on the i945GM PC. So, it seems there is something wrong with v1089 17763.107 ISO. I may try redownloading it again (this will be the third time) and try it out. Or maybe I could try injecting latest Cummulative Update (17763.292) and try again.
If you use the MCT to download an ISO today you will get an ISO for 17763.253. MS have recently updated the MCT ISO.

Unfortunately, v1809 17763.253 doesn't boot either. I will stay at v1803 until 19H1 or whatever is called is released.
1) Place the computer in clean boot:
Perform a Clean Boot in Windows 10 to Troubleshoot Software Conflicts | Tutorials
2) Uninstall any non-Microsoft antivirus (always on and manual) using the applicable uninstall tool
3) Uninstall any non-Microsoft firewall software
4) Uninstall any non-Microsoft drive encryption software
5) Open administrative command prompt and type or copy and paste:
6) sfc /scannow
7) dism /online /cleanup-image /restorehealth
8) chkdsk /scan
9) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread
10) Verify that the drive has > 27 GB free space (At least 25 GB is needed for creating dumps)
11) remove nonessential hardware
docks
USB devices
printers
headset
speakers
bluetooth devices
USB drives (other than a windows 10 iso if used for the upgrade)
USB Wireless Mouse or Keyboard Receiver, USB Wireless Network Card,
12) These should be the only attached devices:
wired mouse
wired keyboard
monitor
13) Perform an in place upgrade repair after all of the above steps
14) If the in place upgrade repair fails the run setupdiag > post a share link into the thread using one drive, drop box, or google drive
