Installation loop. Win10 on HP Laptop

Installing Win10 on HP Pavillion 90000 Laptop w/ 2 hard drives. New hard drive (No operating system) was not recognized in first port, moved to 2nd port, works. Now I'm loading Win off a USB flash drive. I get thru complete instillation, prompt reads "Finishing up Must Restart" after restart it returns to installation. Only boot options in BIOS (CD Rom. Floppy. Internal Network Adapter) all Enabled. And also the boot order. Thanx

Hi Boltfan. Welcome to the TenForums @BoltFan

When it says it wants to restart are you removing the USB key?

Have you tried load Windows with one drive installed?

Is secure boot and Fast Boot disabled in BIOS ( if you have these settings) ?

This is the forums clean install tutorial

Hello! Some laptops do that, they try to boot from USB Flash Drive instead of the hard disk. As a result instead of booting from the hard disk and completing the installation, they boot into Windows Setup again. All you have to do is remove the USB Flash Drive and see. Chances are that Windows installation will resume and you should be presented with the initial configuration (creating the user etc). You don't need the USB Flash Drive at this stage. After you complete all the initial configuration and you see the Desktop, you have to connect to the internet and activate Windows (if not done automatically). Next step is to install any missing driver (if Windows hasn't automatically installed it) and then of course the applications and games you want to use.
