No. \Windows\system32\winload.efi is exactly where it says it is - in the Windows\System32 folder. That is not in your EFI partition, that is in your C:\Windows\System32 folder.

No. The problem in is your Windows\System32 folder not in your EFI system partition.
That's not what they suggest here:

FIX: Steps to Fix Winload.EFI Error - Appuals.com

Winload.EFI Error, is pretty much self explanatory by it’s name is an error that prevents windows from loading. This is usually caused by corrupt boot records or incorrect boot configuration. Depending on your Operating System, the error message may vary but the keyword winload.efi will be same. On a Windows 8/8.1/10 system, the error usually pops-up in the following form.

I have 4391 files in that folder and 205 directories, nothing really jumps at me.

Have you tried all those suggestions if yes then you have to clean install also it could be file system error check that.

Please boot your computer with Windows Setup Media and from Windows Recovery Environment start the Command Prompt.

Please type below command into Command Prompt and press Enter key.

Following command will fixes errors on the disk and locates bad sectors and recovers readable information.

    Code:
    Chkdsk D: /f

Please replace partition letter D: with Windows installed partition letter. When computer boots into Windows Recovery Environment (WinRE) environment the drive letter assign to Windows partition may not be C: drive letter because Windows 7, 8 , 8.1 and 10 creates a separate system partition when it's installed from scratch. The system partition contains boot files WinRE assigns the system partition the C: drive letter and the Windows installed partition will be assign any other drive letter usually D: drive letter is assign to Windows installed partition. The Bcdedit /enum | find "osdevice" command can be use to find out the drive letter of the Windows installed partition the output of the Bcdedit command is similar to this osdevice partition=D:. The drive letter after partition= is the drive letter of the Windows partition.

Looks like a clean install of Windows 10 is going to be needed.
I would still like to get another opinion before I commit to this.

If I do pursue another install, given I have multiple SSD slots, 2280, assuming I installed Win10 Pro on a new 2280 SSD, can I copy the entire application folder to that new Windows install?

I would hate to reinstall the million and 1 applications and their data, where does it all live? I have access to data on that failed SSD, it's still all there, under C:

Can it be as simple as copy-paste?
