The first bcdedit generated the same error message:

The store export operation has failed.
The requested system device cannot be identified due to multiple indistinguishable devices potentially matching the identification criteria.

Have you restart your computer after executing bcdboot command?
I am not going to restart it until I can run bcdedit and confirm I get good output, since I know what it should look like.

Disconnect all external drives then try the commands again.

    attrib c:\boot\bcd -h -r -s

This doesn't look right as there is no such file.

    Maybe C:\EFI\boot?

Nope, no luck. I have 4 internal SSDs, total. Nothing external is plugged in. And I don't want to disconnect anything since I am booted into WinPE and I should probably power the machine off when removing SSD (there is data on them I will not risk losing).

It's scanning tons of files recursively, not sure what to look for. The output is enormous unless I save it to a file for processing.
