Windows Update tried to install 1809, failed, isn't trying any more

A few days ago Windows Update tried to install Windows 10 Version 1809 on my laptop. It failed and corrupted the Windows Update database. I deleted the database and let it get rebuilt. Now Windows isn't trying any more to install 1809. I was told that there is a registry key somewhere where updates that fail get blocked from trying again. Is this correct? How can I get 1809 to install? Or should I just wait?

What Version and Build do have installed now? Press Windows key + R and type winver, press Enter. Quote the full line about version and build.

If needing an Upgrade of the version, i.e. going from 1803 to 1809, I frequently download the current MCT/Media Creation Tool to create a Bootable USB drive or download the .iso file used to create a Bootable DVD disc and install from one of those. The latest MCT gets the latest version without the very latest build but the build updates lately have not been bad.
