I would try to download the ISO, then create a full backup of the hard disk (or clone to a spare disk) and run Setup inside Windows 10. I would select Windows 10 Pro if asked and do the upgrade. Then check if this is activated online. If not call Microsoft and see. If they suggest to buy a new license, then just restore the hard disk back to Windows 10 S and try the upgrade to Windows 10 Home. If that fails too, I would restore back to Windows 10 S. There would be no legal way to do the upgrade. Please post your results.
No response from Microsoft, other than a Level 2 Analyst will reach back to me at a designated time and didn't. So I called MS and was put on hold for 61 minutes. I disconnected the call at that point. I called back and was advised that an Analyst will call me the following day with steps towards resolution. I agreed to that and did some exploring on my own again. I reset the Windows Store and used a VPN to connect to the Internet. I was able to log into the Store and upgrade to Windows 10 Pro without issue.
