net Framework error

I have installed dual boot with windows 10 64bit .Ihave updated to 1809 in october itself and finding freezing slow issues did a reset. 64 bit windows is having issues which I think are inter related.1.Tried to install microsoft indic which requires net framework 2.0 .Turn Windows features on or off -unable to find net framework 3.5 or 4.7.(Features.png)2.powershell not working mscoree.dll missing3.In apps and features net framework is not mentioned4.Downloaded net framework 4.7.2 unable to install since it is already installed and updated.5.netfx_setupverifier says net framework 4.7.2 not installed6 2018-12 Cumulative Update for .NET Framework 3.5 and 4.7.2 for Windows 10 Version 1809 for x64 (KB4470502) installed.Request help

Please try this solution:

1. On your keyboard, press Windows+R to open the Run window.
2. Type Control Panel, then select OK.
3. Select Uninstall a Program, then Turn Windows features on or off.
4. Verify that .NET Framework 4.5 or later (4.7) is enabled.
• If the box for .NET Framework 4.5 or later is not enabled (not filled in), enable it by clicking the box. Select OK, then reboot the computer.
• If .NET Framework 4.5 or later is already enabled, repair .NET Framework by clearing the box and rebooting the computer. After the reboot, re-enable .NET Framework and reboot the computer again.
5. Verify that .NET Framework 3.5 SP1 is enabled.
• If the box for .NET Framework 3.5 SP1 is not enabled (not filled in), enable it by clicking the box. Select OK, then reboot the computer.
• If .NET Framework 3.5 SP1 is already enabled, repair .NET framework by clearing the box and rebooting the computer. After the reboot, re-enable .NET framework and reboot the computer again.

There are 4 boxes .NET ENVIRONMENT,NET Extensibility, 3.5 ,4.7 all were neither filled or ticked.I ticked the box rebooted and tick is missing. again..Also script shown in the box of my os is different to what you have shown.as example.More help is needed please

Tried as suggested and i am getting this

Further to my thread copied sxs folder from iso to C.(Blocked .NET on windows 10 - Spiceworks with this command enabled .net framework 3.5 and below.Now apps requiring v 3.5 and below works ok but skypebridge is not working.Earlier to v3.5 enabled Powershell error mscoree.dll was missing.Now also powershell is not working but no dll missing. However not able to enable version 4.Checked the versions of net framework installed and the results areC:\WINDOWS\system32>dir %WINDIR%\Microsoft.Net\Framework\v* /O:-N /B

Checked the registry editor and
NDP includes

I have this issue as well

As I was unable to solve the issue did re install to version 1803
