Didn't want to bore everyone with the details, but here goes....
I help out a few people who have only <gasp> dial-up Internet service. One of them in particular has a knack for not having good backups and doing stuff to seriously mess up his Windows installation. I've created an unattended installation with all the latest updates and all the drivers for his system already slipstreamed in. I realize that the components I want to add are small and could be relativly easily updated even via dialup, but at this point it was more of a curiousoty to try to have as complete an installation as possible.
You should see how long Patch Tuesday updates take for this guy. It's seriously painful. I usually just download the updates and get them to him on a thumb drive along with a batch file to install them.
I suppose that I could simply do a syspreped installation and then that would have all the latest bits as well, but I was really just more curious to see if it could be done.
Is this person on dial-up by choice or because of location and that is all they can get? I used to have client or two like that thank goodness I don't anymore. I can feel your pain. I would work on their backup skills. An external drive and Macrium is not an expensive solution person just has to do it. I have a couple of clients that F up quite a bit and they finally got with the program because I charge a lot less to restore a current backup than to do anything else to fix the computer.

Do Dial up services even exist any more -- I'm still surprised than landlines are still used in places like USA - In any case even when internet service might not be the best you can usually get pretty good connections with 4/5G creating mobile hotspot with mobile phone.
In a few years time people probably won't even know what an old fashioned landline phone even looked like same as other obsolete devices
For example I asked a few Brits what sort of camera was this --it's on their road signs to indicate when the Police are using Speed cameras but I can't say I've ever seen this type of camera !!!!
I haven't used a fixed landline for donkeys years now !!

@hsehestedt you can use the setupcomplete.cmd to install the the added WD definitions from the install media and run the Windows Malicious Software Removal Tool.

The rd command is optional to delete the C:\Install folder with its contents.

Yeah, unfortunately landlines are still a thing in some areas where it may be miles between homes. No one wants to run cable or fiber optics several miles to reach one home. Also, no cellular service. What's the point in putting up a tower that might serve 2 people within its radius?
That's the thing about the US, there are still areas with extremely low densities of population.
Personally, I couldn't live without broadband.
