I always use a local account on every computer I set up. I also do not connect to the net and keep the current CU on a flash drive and install it offline.

This password method was introduced in the Insider cycle of 1803 = 3 questions. This method changes our behavior, our passwords mimic.
It is not a PIN # Z, just a regular password with 3 questions, but maybe now the option is available. To be confirmed!

Instead, we change it for a PIN # after the clean install. The main advantage is that NumLock Keyboard is enabled on startup when we set a PIN #.
It's a PIN for a Microsoft Account or three questions for a Local account. If you set up Windows using a Microsoft Account then Setup will insist that you set up a PIN with no option to skip this step.

If you use a Local Account to set up Windows once you have set a password you have to add a hint for the password then set up the three questions. There is no option to skip these steps.
However, if you set a blank password there is (obviously) nothing to forget so Setup will skip asking you to set up a hint or the questions. There is no indication in Setup that this is what it will do if you use a blank password, but that is the way it will work.

We knew about skipping password, but will* try the PIN# option later today.
It is the 3 questions that we would like to skip. If we override the password by a PIN# after the clean install, <<security>>reminders are not helpful.
Will take a close look at blank password incidence on our third .107 clean install...

Oh, it will work. I routinely used a local account and a blank password for my test installs. I actually had to do an install and set a password to find out what all the fuss was about when the 'three questions' step was first introduced.
You can always set a password once you have signed in for the first time, so there's no security risk in leaving it blank at first.

In Enterprise and Education you can't use a Microsoft account. It will only accept and Azure / Office 365 account or Local account.
If you use a Local "and" enter a password you "have" to answer the three security questions? "To help improve the security of your device". Or "use no password" and skip the questions.
You can switch to a Microsoft Account "like in any other edition" once you log in though.
I haven't been forced to use a PIN though, not yet anyway.
Indeed, blank password eliminates the questions pattern. Because of that, the PIN# password is not selectable after the clean install.
We must create one in order to enable the PIN#. At least, the 3 questions are gone now:)
