Follow Option 3 here: How to Download Official Windows 10 ISO file from Microsoft
Select the Windows 10 April 2018 Update

    That will give you 1803.

Thank you for your advise, I already using 1803. The early 1809 was fine. I wonder where to download the early 1809 ?
RTW, how to replace my posting picture ?

Sorry, I misread your questions as asking for 1803. For 1809, see here: Download Windows 10

You mean then initial 1809 release. If so it's not generally available. You can get it via Heidoc.net's
Windows ISO Downloader tool. Download it, run it, select Windows 10 then be patient as it takes a minute for it to populate the choices. You want Windows 10 October 2018 Update. (change made after John's post below).

All early versions have been removed as they had too many issues, there is no longer any official source.

You may be able to get it here though as there is two versions listed - TechBench by WZT (v4.1.1)

The first ISO install media for 1809 installed build 17763.1 which had the bug that would delete user files during the upgrade under certain circumstances. That's why it was withdrawn. The current 1809 media installs build 17763.107.

But it will make no difference which media you use to do an install, one cumulative update later and you will be on the latest version of 1809, currently 17763.168. The 1809 you get in the end will be identical, regardless of which 1809 you started from.

... The new 1809 can't work on my pc.
What makes you say that? Did you try to upgrade and it said 1809 wasn't available for your PC? As with all previous releases, the automatic rollout of 1809 to machines with known issues is blocked until MS have a fix in place to deal with it. Unlike all previous releases, MS now publish a list all known blocking issues and update that list as and when the issues are resolved.

One or more of these blocking issues may be the reason "the new 1809 can't work on my pc". You can read the list here, it will be updated as known issues are resolved or if new issues are found.

    Microsoft said:
We plan to add a Windows update status dashboard in the coming year to provide more information on any issues that lead to update blocks. For this current October Update rollout we will be providing regular updates for notable issues on the public Window 10 update history page.
