Most likely because there is data on that partition up to that 50GB line, physically occupying space up to it. The data could be splattered all over before that point, but there is data written up to it. Can't shrink below any active/used data on the drive/partition.
MiniTool will do it with resize/move option, but Windows Disk Management will not.

Use Minitool Partition Wizard to manipulate partitions, don't' use Disk Manager.
I think your best bet is to do a Clean Install of Windows 10 to the SSD with the 1TB drive disconnected. Do updates then install any programs you want, but not games.
Reconnect the 1TB drive and copy your data from there to the SSD. Once all data is copied you can delete it and Windows 10 from the 1TB drive to free up space and prevent future confusion as I mentioned before. Actually, you can format the drive once you have all data copied off of it since you will need to reinstall all games anyway.
Now start installing games one at a time, try to install them on the 1TB drive.
It would still be a good idea make an image backup of the 1TB drive using Macrium Reflect Free to an external hard drive before starting any of this.
When a partition can't use the Shrink it could also be an issue with some files stored on the drive that simply can't be moved by Windows, stops the shrinking at that point, think there's a warning about that somewhere. One would need a third-party software to make such a change to the drive but I'd surely have the computer attached to a battery backup while running it to prevent a power failure from destroying everything. Notebooks should also have a fully-charged battery before starting.
Yes, MiniTool, as stated several times above, is the best way to shrink/manipulate/resize/move partitions/drives. Disk Management simply cannot do what it can.

Okay, thanks to the help of MiniPartition, I was able to cut down the size of C: and be able to copy it in the SSD. Now C: is in the SSD, with a new drive, D:, in the HDD. Everything is alright, but every so often, I'm now getting messages appearing beside my mouse cursor saying "INI file was read - has been overwritten by the user". Does this mean anything and is it easily possible to make it stop?
EDIT: This message that keeps appearing is more of an issue than I initially thought. I launched a game, and as it was loading, the message keeps appearing and puts me back the desktop everytime after I go back to the game. I can't play games like this so I need to figure out how to stop this message from continuously appearing.
EDIT 2: Solved the problem. Thanks to a suggestion from someone a Discord server about something running INI files, I found two instances of the same program running in Task Manager and I stopped one of them. Now I'm not getting the annoying message anymore!
