Can't install 1809, clean (OOBE errors) or update (sysprep error)

    Hello everyone

I have tried several times to install 1809 on my PC but it's not working at all. 3 clean installs and 1 upgrade using the media creation tool but it never worked. I've even created 2 different ISO's and burned 2 different DVDs in case it was a corrupt ISO to no avail.

When I do a clean install I get an OOBEREGION error. If I skip it then I get the OOBEKEYBOARD, the OOBELOCAL and so on. I can't create a user nor connect to my Microsoft account.

With the upgrade it just says that the system was rolled back saying there was a problem with Sysprep.

For the clean install I tried %windir%\System32\Sysprep\sysprep.exe /oobe /reboot but that didn't solve anything either.

1803 installs with no issues. I've read that if I'm not getting it through Windows Update then that means that my computer is not compatible which is odd.

Is there anything I can do other than wait to see if it's ever released for my hardware?

    Thank you!

Did you create an Image with Macrium Reflect before you tried any of this ?

No I just created the ISO with the Media Creation Tool and installed it. I used the same DVD for my work PC and everything worked*.

    What does that do?

While that is unfortunately true at the moment, it doesn't mean it is necessarily true forever. See this post for Microsoft's current list of known blocking issues, and their progress in resolving them. For your AMD HD Radeon 4000 series it says....

To ensure a seamless update experience, we are blocking devices with AMD Radeon HD2000 and HD4000 series graphics processors from being offered Window 10, version 1809.

Next Steps: Microsoft is investigating this issue.
