Actually, I tried this the other day with exactly the same iso I used to install 1809 and got the same error message. I will try gain in a vm but I have a suspicion repair upgrades are not working any more whuich I hope is a bug - not deliberate intent as this would be a really retrograde step.
Disconnect the computer from the internet and try again, Microsoft blocks the update
