Actually, I tried this the other day with exactly the same iso I used to install 1809 and got the same error message. I will try gain in a vm but I have a suspicion repair upgrades are not working any more whuich I hope is a bug - not deliberate intent as this would be a really retrograde step.

I followed Dalchina’s advice and confirmed via sysinfo that my System Locale and Input Local are both en-gb;English (United Kingdom) and the ISO which I burned to DVD via the Media Creation Tool indicates Languages: en-GB(Default) so that would presumably indicate the ISO is the correct one? However I am slightly confused that the Region & Language screen (via Settings) shows Windows Display Language as English (United States) – or is that correct? It has a small drop down arrow to allow changes but when I click here there are no other options offered... Now I have no recollections of changing any of these lately and the PC has been working so presumably the language settings have been correct since I purchased the machine last Summer.

Initially I would click on the start button and select a tile to open an application, the start screen however would remain on screen and the application would open behind it, I would then have to click the appropriate tile a second time to access the running application. Also there was a problem typing in the search box, I found that restarting Windows Explorer in Task Manager would cure this for a couple of days. Then System Restore failed and my back-up software (Casper) would not work. I did try Macrium but that would not work either. Dalchina has been helping me with that problem but we eventually decided that an Upgrade Repair was the way to go. Lately I have also noticed that Defender updates appear to download but will not install.

Open administrative powershell and type or copy and paste:
1) sfc /scannow
2) dism /online /cleanup-image /restorehealth
3) chkdsk /scan
4) Get-WinUserLanguageList
5) net user test /add
6) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread
7) shutdown /r
8) When the computer reboots sign on with the new user named test
9) Check the software that was malfunctioning and report the performance with the new user

I did set up another account called test as you suggested but sadly the problems remain... You'll notice that the command "net user test /add" is not shown as when the pc rebooted for me to test the new account the saved data had gone so I had to re-run the commands...
System restore returns an 0x81000203 error
Windows update appears to download updates but will not install, giving error 0x80070643, the definition in question being 1.129.1358.0

Specifically the original release of the 1809 ISO has been blocked by MS from doing an in-place upgrade if you try while on line. The error message is: "This version is not current. For more info, go to: KB4464619". If you then try off line it still fails with the same error. See here for more details:

99% possibility that you are trying to fix Windows 10 with a wrong language ISO or wrong architecture (32-bit instead of 64-bit and vice versa). I am not sure if the "System Locale" (from running the systeminfo command) is the base language, as suggested. The safer bet is to run the PowerShell command as recommended on the Tutorial (see older posts). To see if you have 32-bit or 64-bit right-click on This PC and select Properties. After you know the base language and the architecture, make sure you download the appropriate ISO with the Media Creation Tool. Right-click on it and select to Open with Explorer to mount it. You can now run the Setup and proceed with the in-place upgrade (repair).
The MCT should make the correct ISO by default, so you just need to check that it is going to make the correct one.
