@willban1 Basic question- sorry, I made an assumption you bought the machine with an OS installed. Is that correct?

As far as I can understand, he means that he never installed Windows on a computer before. He asked a Technician to do it and deliver it ready to work, but now he cannot afford it, so he tried to do a clean installation himself. See my earlier post for help of how to do it.
The OP purchased a new HP and used to take it to a shop to set up like many of my clients do. The OP has never just opened the box and turned it on before.

The OOBE will have been modified by HP so it will be different than what we see when we do a clean install. Much will be the same but there will be extra steps.

Microsoft has made it very easy to complete the initial configuration in Windows 10. Just make sure you read and understand each step before clicking. It will try to make you bind your computer to a Microsoft account. This is not necessarily bad, besides you have to enter your password (or PIN) every time you login. If you like me, prefer a local account instead, there is an option to do it at left bottom of the screen. Windows will once again try to convince you for a Microsoft account, just reply no and proceed. The next choices are about your privacy settings and your default applications for video, audio, photos etc. Reply whatever you want, they can be changed later.
