You can create the ISO using MCT. Just choose that option in the Media Creation Tool, and create the ISO anywhere you wish. Then Rufus.

The Pro N version is a special version for the EU market. You need a separate licence (the normal pro licence is not compatible), and you can only legitimately buy a licence if resident in an EU country.

The standard download includes Windows 10 Pro N amidst its components, as evidenced by this DISM command run against the standard ISO from Microsoft:



If you download this using MCT or some other mechanism, you can target the precise image you wish to install during the install process, or by using DISM to extract only that specific image.
