On the box it just says different versions of Windows. I’ve been following this YouTube video to fix the restarting loop. This drive is the letter E. I get all the way to

    E:\windows\system32\config\RegBack> copy *.* ..

    Then I get

The system can not find the file specified
    0 files copied

There isn’t anything on this gaming computer I need to save. I can just do a clean install.
The link that you posted is to perform a repair when there is failure to boot by changing the registry.
It is a step that is not needed at this time.

See if you can launch any operating system on the computer:
    a) Windows
Clean Install Windows 10 | Windows 10 Tutorials
    b) Ubuntu
Install Ubuntu desktop | Ubuntu tutorials
    etc.

See if you can boot the computer
    a) using Kyhi boot rescue.
Windows 10 Recovery Tools - Bootable Rescue Disk - Windows 10 Forums
    b) using Memtest86+ version 5,01
Memtest86+ - Advanced Memory Diagnostic Tool
    c) Ubuntu

Okay so I bought an internal pc ssd, hooked it up. It booted up windows, I put my product key in and it successfully installed, restarted, and the same thing keeps happening. It keeps rebooting to the windows setup screen.
So with only this internal ssd connected and the USB pulled it is in a boot loop.

Could you take a picture and post your boot order. Page 30 of your manual.

It might be helpful to see a picture or screenshot of this setup screen.

Is there any other way to get into the BIOS settings? I hit f9 and f12 but it boots into windows anyway.

If you have a UEFI BIOS, close all programs and open an elevated command prompt, enter this command and press enter. shutdown /r /fw /t 0
