If there is a public library or work computer you may be able to download the iso without any limitation on data.
Alternatively if a friend, neighbor, relative or local computer store can make the iso or loan the flash drive to you the iso can be used multiple times and on multiple computers.

It is likely that before the end of the year the 1809 may be re-released.
This would consume additional data for a second upgrade.
The alternative is to wait for the 1809 rerelease and upgrade once.
For the installation of the next version of Windows there are two general methods if there is no backup image:
a) clean the drive > reinstall the files, applications, drivers, and customize windows > this is equivalent to clean install or a reset remove files (the existing files are lost unless they had been backed up to another drive or to the cloud

b) save the files > clean the drive > reinstall the files, applications, drivers, and customize windows > this is equivalent to a reset save files or custom install > the files are saved without a backup and rely on Windows methods to save the files

While both methods fix the operating system the files will still need to be checked for malware.
