Update report 1803 installed
I installed 1803 and then rolled back, now when I want to upgrade to 1803, "System > Update" reports that it is already installed when it is not, still running 1709; "Update Assistant" is doing the same.

I would reset Windows update.

If that fails to work I would try an inplace reapir / upgrade. The process is non destructiove but I always recommend members backup personal data. If you are on 1803 it is a repair, if on older it is an upgrade.

I just went ahead and reset the PC, I didn't have that much installed on it.
A friend of mine had problems with 1803 with the minimize and maximize buttons disappearing. I rolled back two other PCs and didn't have any problems with them, it was just this one.
