    Motherboard manufacturer and model, please.

Ben I think the MB is MSI, but I don't know the model. I believe that DEL will get me into BIOS and F-11 the boot menu. But the endless cycling of the pc I don't believe will let me. Then again I don't know. I'll just have to try it. Years ago this happened with another pc and that bad usb stick and I failed to ask the repairman what it was that he did to get past the looping. Thanks

Kill the power. If it's a laptop, remove the battery. For a desktop, pull the mains lead. Now put it back together, power up and try to get to the Bios settings. Set the boot order to boot from usb first. Then boot from the 'good' usb and try a clean install.

Select the 'Custom install' and delete all existing partitions on the drive (you can keep a data partition, if there is one, but all system and windows partitions should go) then tell it to install Windows to the unallocated space.

Very important: Remember to remove the usb when it says it's about to reboot for the first time. You need to boot from the internal drive to complete the install.
Bree, just want you to know I read your post. I think tomorrow I will make an attempt to do it. Not today. Thanks

Delete sounds right. If it doesn't work, try a different keyboard.

    Clintlgm,
I am lost on what you said. I am basically just a beginner except for knowing how to build pcs. To me what you said to do is too much trouble and I really don't understand. There has got to be an easier way. I need to find a way to take that pc and get it to boot into the bios some how. As soon as I start it it goes to a screen where I click on it (don't remember what it is) and then it just starts the endless looping. It never finishes the installation. Sorry, but I can't do it the way you said. Thanks
Disconnect the hard drives the motherboard has to boot to the BIOS

If you pull your OS hard drive and connect it to another computer VIA USB you can Clean or format it, this gets you out of the loop, reinstall the drive and install windows again.

If you wish not to get back into the boot loop again, you need to ensure you have a good clean perfect Install USB, that is why we get that from MS using the MCT. That's up to you,
Disconnecting any other hard drives other than the one you want to install to prevents any chance of errors like your boot partition ending up on another hard drive other than the one you install the OS too. Again that's up to you.

The manual for the motherboard it should show you how to boot to the BIOS and the key to boot Boot menu only where its easy to select the correct version of your USB, you would want to install windows in UEFI mode, that is why you would select the UEFI USB to boot the install media
