If you have another PC, or laptop, You may have to create a Bootable USB drive in order to reinstall Windows.

Here's the tutorial to do so

If you don't have backups of what's on your PC (if not, why not?) then you could boot your PC using e.g. Kyhi's boot disk - available from the top of the Software and Apps section here- and then use a familiar Win 10 environment to copy files to an external disk.

Assuming you decide to clean install Windows, here's how:
Clean Install Windows 10 | Windows 10 Tutorials

Note - you need to make sure the iso you use is the same base language and x32 or x64 as appropriate as your original Windows installation.

    Future:
How do you protect yourself from this sort of situation? Use disk imaging routinely as we continually urge users to do. If you had a disk image of your Windows when working, you could have restored it quite easily hopefully without needing technical help, and your PC would have been up and running as it was when you created the disk image (other hardware problems aside).
e.g Macrium Reflect (free) + external storage for disk image sets
