Can I fix this without a Clean reinstall?

I was having boot problems for awhile. No boot on restart primarily. I fiddled around running various commands and one of them fixed the problem, most likely fix boot problem tool of Macrium Reflect.

Now the system boots correctly on power up and on a restart. I then upgraded ny 250Gb Samsung EVO SSD to a 500GB EVO SSD by cloning. Disk Management doesn't look right to me. I thought Boot should be separate from the OS C: partition.

This is what it looks like now.

I have a good Macrium backup so can try pretty much anything.

It indicates which partition you are BOOTed into.

So because this is a EFI/GPT setup there is no active partition. I guess that keeps confusing me.

Then the setup I show is correct and all is well?

Delete the letter for "J" partition, it's for boot and doesn't need or should have a letter.
Disk 1 was your old BOOT/system disk ? Make sure that first partition on it is not active.

@Ztruker: FWIW, your partition layout looks normal and healthy to me. It more or less matches a "normal" layout resulting from a default clean Win10 install. Here's what my production PC looks like:

The only reason mine isn't identical to yours is because I had Samsung Magician make a withdrawal from the C: allocation for over-provisioning of that drive (a typical SSD strategy to provide extra space for disk block/sector reallocation over time as or when blocks/sectors fail and need to be relocated). That's why you see that 46.xxGB block of unallocated space at the end of the drive layout in the preceding screen capture.

Hi, Minitool Partition Wizard gives a different representation (and also shows the 16Mb system partition hidden by design in Disk Management):

So because this is a EFI/GPT setup there is no active partition.
    - this is shown in MT PW

Curious about the OEM designations in the Recovery partitions shown in posts above- presumably for 1803- at one time such a partition was being generated extraneously if I recall?

Disk 1 had a 20GB Primary partition on it for awhile thta had KYHI's rescue ISO on it that I could select at boot time. I deleted it and moved to to the C: drive for awhile but then deleted it from there as well. 1st (all) partitions on Disk one are Primary and not active.

I'm not given the choice to remove the drive letter (J: ) in Disk Management. I'll try from Safe Mode or maybe diskpart can do it or EaseUS Partition Master.
