I remove feature pkg from offline .wim. Windows reinstalls when online

I was looking at ways to reduce the size of the install.wim file to be deployed over our network.

I mounted install.wim image file then successfully removed the Windows Handwriting package by
    Code:
    DISM /Image:C:\test\offline /Remove-Package/PackageName:Microsoft-Windows-LanguageFeatures-Handwriting-en-us-Package~31bf3856ad364e35~amd64~~10.0.17134.1
I unmounted then exported/compressed the install.wim file to reduce its size

Deploys fine but Windows reinstalls the feature pack when back online. This isn't so much a problem as an annoyance/curious if I can prevent reinstall of feature packs I intentionally removed.

That's the downside of WaaS [Windows as a Service] or SaaS [Software as a Service], tends to put things back to defaults ignoring customizations, especially with Version Upgrades.
